A cigarette or multipurpose lighter is a general-use product. It needs a General Certificate of Conformity (GCC) if a CPSC rule applies to it; a GCC may rest on a reasonable testing programme rather than third-party testing. CPSC publishes no core citation code for this product type on its own; the codes below apply according to what it is made of and how it is used. What goes on the certificate
The certificate is General Certificate of Conformity (GCC). It carries the seven data elements that get eFiled at entry: the product identified, each citation code above, date and place of manufacture, date of testing, the testing laboratory and a point of contact. CPSC flags HTS codes in its Cigarette & Multipurpose Lighters category, 7 codes in all, which is how CBP knows to expect CPSC data on the entry line (flagged HTS dataset). A flagged code is a signal, not the test: the certificate obligation follows the product, not its classification.
